Expanding Public Service Reach
PCSO’s partnership with IBC-13 and D8TV underscores its commitment to responsible gaming and public welfare.
Queen Semana, who hosted the press launch, highlighted PCSO’s mission: “PCSO has become the top or the leading charity agency in the Philippines. Its vision is simple yet meaningful, to provide a high quality of life to many Filipinos through sustainable funds from Responsible Gaming. Tama, responsible gaming, kaya nga lagi nating sinasabi during our program: please play responsibly.”
Atty. Patiag, PCSO’s Assistant General Manager, emphasized this dedication to responsible gaming, sharing that PCSO is a member of the World Lottery Association and adheres to global standards. “I’m happy to announce that PCSO has attained the Level 2 certification for responsible gaming,” he said.
He also explained that this certification reflects the organization’s efforts to protect the public, especially the youth, from excessive gambling.
“There will be reminders to the public. That’s part of responsible gaming. We can contribute to the protection of our morality issue. We are policing our own,” he added, noting that PCSO aims to achieve Level 3 accreditation next.

The Role of IBC-13 and D8TV
The partnership was established through a public bidding process, where IBC-13 met the stringent requirements to secure the contract. IBC-13 has been rapidly expanding its digital reach, with new transmitters in Baguio and Davao joining existing stations in Iloilo and Cebu. This expansion ensures coverage across Northern Luzon, Southeastern Mindanao, and the Visayas, with further plans for digitalization in key areas like Laoag, Cagayan de Oro, and more.
D8TV, on the other hand, brings advanced media production capabilities to the collaboration. According to Ruiz, D8TV will provide tools and equipment to enhance the production of the raffle draws and make the presentation more engaging and informative for viewers. Their state-of-the-art mobile control rooms and cutting-edge transmission modes ensure high-quality, reliable broadcasts.
Commitment to Charity and Community
This initiative reflects PCSO’s commitment to raising funds for health programs, medical assistance, and other charitable activities. “Responsible gaming deals exactly with the role of PCSO as a gaming operator—to protect the public and ensure that funds raised contribute to meaningful causes,” Atty. Patiag reiterated.
