Seasoned journalist Rose Garcia joins newly sworn MTRCB Board Members

The Movie and Television Review and Classification Board (MTRCB) officially welcomed two new members to its Board following an oath-taking ceremony led by Chairperson and CEO Lala Sotto on Wednesday, December 10, 2025, at the Nida Blanca Conference Room of the MTRCB offices in Quezon City.

The newly sworn appointees are Ma. Cecilia Diaz Villarosa and Maria Rosario Garcia-Fabregas, also known as Rose Garcia. Both were appointed by President Ferdinand R. Marcos Jr. to fill the positions vacated by Cherry Anne Espion and Jan Marini Cadungog.

Based on their appointment papers signed by the President on Tuesday, December 2, the two officials were instructed to immediately assume their posts after submitting their duly accomplished oaths to the Office of the President and the Civil Service Commission.

Villarosa and Garcia-Fabregas will serve as members of the MTRCB Board until September 30, 2026.

Villarosa and Fabregas are seasoned professional journalists, with decades of combined experience in mass media and communications.

Their expertise in storytelling, content evaluation and media ethics is expected to strengthen the Board’s capacity to review and classify film and television materials, especially amid the rapidly evolving media landscape.

Sotto expressed confidence in the newly-appointed members’ professionalism, emphasizing the value they bring to the Agency’s mandate and mission.

“We welcome Board Members Villarosa and Fabregas with great optimism. Their extensive background in journalism and communication will undoubtedly enrich the Board’s work and further advance our mandate to protect viewers through age-appropriate rating and classification,” Sotto said.

She also extended her gratitude to Cadungog and Espion for their dedicated service.

“We sincerely thank Jan Marini Cadungog and Cherry Anne Espion for their valuable contributions to the MTRCB. Their work has helped strengthen our efforts in promoting responsible viewing for all Filipinos,” Sotto added.
