Artists, musicians, influencers and other public figures have thrown their support behind Senator Bam Aquino’s Citizen Access and Disclosure of Expenditures for National Accountability (CADENA) Act, also known as the Blockchain the Budget Bill, as calls grow for its passage in the House of Representatives.

The proposed measure seeks to promote greater transparency in government spending and help curb corruption by making the use of public funds more accessible and accountable.

Veteran actor Edu Manzano shared Sen. Bam’s Facebook post urging the House to pass the CADENA Act, emphasizing the importance of transparency in the handling of government funds.

“Kapag malinaw ang paggamit ng pondo, mas mahirap itong abusuhin at mas tumataas ang tiwala ng publiko,” Manzano said.

(When the use of funds is clear, it becomes harder to abuse them and public trust increases.)

Sen. Bam’s Senate Bill No. 1506 was approved by the Senate in December 2025 through a 17-0 vote. However, the Lower House version of the measure remains pending, even after Malacañang certified it as one of the administration’s priority measures.

Other personalities have also expressed their support for the proposed legislation.

“Hindi dapat puro resiliency. Kailangan natin ng transparency at pananagutan,” radio host DJ JhaiHo and digital creator Aviona Starr posted on their respective personal Facebook pages.

(It should not always be about resiliency. We need transparency and accountability.)

Volleyball player and content creator Lexi Mercader also called for the measure to be prioritized, posting, “Prioritize CADENA Bill!!”

Vlogger Kimifierce likewise urged lawmakers to approve the proposed legislation, saying, “Dapat naman talaga!!! Ipasa na yan para malaman na ang totoong malasakit sa bayan!”

(It really should be passed!!! Pass it already so we can know who truly cares about the country!)

“Sana maipasa na yung CADENA. (I hope the CADENA [Act] gets passed already.) Blockchain the budget now!” said rapper Pio Balbuena in response to Sen. Bam’s post, after the lawmaker shared Balbuena’s music video for the “Baha Rap Challenge” on his Facebook page.

Other artists, including Cinemalaya Best Actress Pokwang, RiverMaya frontman and drummer Mark Escueta, theater actor Phi Palmos, former Pinoy Big Brother (PBB) housemate Justin Dizon, comedienne and actress Inah Evans, influencer Andrea Guevarra, athlete and entrepreneur Enzo Bonoan, Moy Ortiz of The Company, singer Cooky Chua, host Mela Habijan, and musician Aiman Borres, shared or liked Sen. Bam’s post highlighting the importance of the CADENA Act in eradicating corruption and promoting transparency in government.

The CADENA Act requires all government agencies to upload and regularly maintain detailed budget-related documents—including contracts, project costs, bills of materials, and procurement records—on a Digital Budget Platform.

The system is designed to ensure that all files are publicly accessible, tamper-resistant, traceable, open-source, and verifiable. Government officials who fail to disclose required documents or upload fraudulent information may face administrative and criminal penalties.
