A former police officer who served as security head of then-House Speaker Lord Allan Velasco has linked now-Marikina 2nd District Rep. Miro Quimbo to alleged cash deliveries from controversial flood control contractors Curlee and Sarah Discaya to the former Speaker.
Quimbo’s wife, former Marikina 2nd District Rep. Stella Quimbo, was a member of the bicameral conference committee and served as senior vice chairperson of the House Committee on Appropriations during deliberations on the 2025 national budget. She was later designated acting chairperson of the committee after controversial Ako Bicol Party-list Rep. Zaldy Co stepped down from the post.
Quimbo was also part of the so-called small committee, where reports of alleged insertions in the 2025 national budget emerged.
In his sworn affidavit, former policeman Rodulfo Gracioso Jr. identified Cong. Miro Quimbo as among the personalities from whom cash deliveries allegedly originated, and detailed several instances that he said showed Quimbo’s involvement in the handling and routing of money allegedly sourced from flood control contractors.
Gracioso claimed that cash deliveries to Velasco’s residence in Valle Verde 2 became more frequent after Velasco became Speaker in October 2020.
“Noong naging Speaker na si Boss Allan noong October 2020 ay lalong dumalas at dumami ang mga delivery ng pera sa bahay ni Boss Allan at Ma’am Wen sa Valle Verde 2 galing sa iba’t ibang personalidad tulad nila Cong. Zaldy Co, Sir Miro Quimbo, Atty. Honey Sipin,” Gracioso said in the affidavit’s item no. 27.
He also claimed that he once saw Engr. Henry Alcantara entering the Valle Verde 6 residence of then-Masbate Rep. Zaldy Co while they were picking up money from Co. (affidavit’s item no. 28)
According to Gracioso, he heard directly from Quimbo during a meeting at a Starbucks branch in Katipunan that the money being delivered allegedly came from Curlee and Sarah Discaya and other DPWH contractors.
“Kay Sir Miro Quimbo ko din narinig noong nasa Starbucks Katipunan, malapit sa Miriam College, na galing ang pera kila Curlee Discaya at Sarah Discaya at iba pang DPWH contractor,” Gracioso said in his affidavit item no. 28.
Gracioso further alleged that he was once ordered by Velasco to pick up money from Quimbo at a Starbucks branch near Petron Katipunan, where he claimed to have seen then-DPWH Undersecretary Maria Catalina Cabral with the lawmaker.
“Sa isang pagkakataon rin, nakita ko si Usec. Maria Catalina Cabral kasama si Sir Miro Quimbo sa Starbucks Petron Katipunan nung utusan ako ni Boss Allan na magpick up ng pera galing kay Sir Miro, na dinala ko naman sa No. 142 Sampaguita St. Valle Verde 2,” he said in his affidavit’s item no. 29.
He claimed that he opened the package at the Valle Verde residence to count the money before handing it to Charmaine and Joan, whom he identified as Velasco’s personal assistants.
Gracioso also recalled that Velasco ordered two large suitcases of cash to be brought from 142 Sampaguita St. The money, he alleged, came from collections allegedly made by Quimbo and lawyer Honey Sipin.
“Hindi bababa sa 100M yung kabuuang laman ng maleta,” Gracioso claimed in his affidavit’s item no. 39. [Press release]
